Is there a CGI animation program that allows you to move Body Parts or objects witout using C++ or other code?

Yep, Alice. It's really a programming teaching tool, but it let's you program 3D objects on a very abstract level.

Sure, Maya is very powerful. You'll create much more realistic 3D images. I don't know what the learning curve is for Maya, but it's usually fairly difficult for 3D modeling programs. (I have experience with Blender -- a free, open source 3D modeling program. It has a terribly steep learning curve, but its capabilities are seemingly endless.)

Maya probably doesn't have quite as steep a learning curve as Blender, but Blender's free while Maya's expensive. However, if you just want to play around with it, Maya has a "personal learning edition" that's free. So unless you're doing commercial work, you could get either for free.
