Does anyone remember this strange Halloween-themed cartoon movie...?

I swear, when I was a kid (early 90s) there was a movie at our local video rental store that had a tall, skinny boy with freckles (and possibly blue-hued skin) standing in front of a creepy pumpkin patch. I think the story had something to do with a group of kids, one of which was the boy on the cover, and his little brother winds up trapped in an evil pumpkin patch. I can't for the life of me remember what the hell it was called--or, even worse, if it even REALLY existed! Does this sound familiar to anyone else? Thanks!

You could be talking about the Halloween Tree. If I remember correctly, there were 5 kids involved (one of which is the tall skinny boy with freckles and blue skin since he's a ghost for most of the movie) and the others had to chase him around along with a wrinkly old man with magic.
